Camillus adopted the optional exemption covering replacement of any equipment provided the replacement does not alter the equipment's listing or render it inconsistent with its original specifications. Notice the word replacement. A house that has had central air for twenty years and is changing the outdoor unit and coil is describing one thing; a house adding cooling for the first time is describing another, because there is nothing being replaced. Which of those you are doing is the first thing to establish before anyone talks about the paperwork, and the codes office is the place to put it. Both are ordinary jobs; they are just not the same job under the town's own wording.

Where a cooling job sits against the Camillus exemption
The Town of Camillus Chapter 26, Uniform Code Enforcement, revised 4/14/2026, states at section 26.30(A) that a building permit is required for any work which must conform to the Uniform Code or Energy Code, including the construction, enlargement, alteration, improvement, removal, relocation or demolition of any building or structure, and the installation of a solid fuel burning heating appliance, chimney, or flue in any dwelling unit. Section 26.30(B) then adopts the optional exemptions, including item 5, installation of listed portable electrical, plumbing, heating, ventilation or cooling equipment or appliances, and item 6, replacement of any equipment provided the replacement does not alter the equipment's listing or render it inconsistent with the equipment's original specifications. Section 26.30(C) states that the exemption is not an authorization for work to be performed in violation of the Uniform Code or the Energy Code.

The American Community Survey 2020-2024 five-year estimates put the median year structure built in the town of Camillus at 1966, plus or minus 1 year, and in Camillus village at 1958, plus or minus 7 years. The federal rule that changed residential air conditioning is 40 CFR 84.54. Paragraph (a)(1) makes it effective January 1, 2025 for self-contained residential and light commercial air conditioning and heat pump products using a regulated substance, or a blend containing one, with a global warming potential of 700 or greater. Paragraph (c)(1) does the same from the same date for residential or light commercial air conditioning or heat pump systems above that same 700 limit, except variable refrigerant flow systems. The restriction in paragraph (a) is on manufacture, import, sale, distribution and export of the product, and the restriction in paragraph (c) is on installing a new system.

EPA's summary of its final rule at 91 FR 31284 states that it allows the inventory of residential and light commercial air conditioning and heat pump equipment that was manufactured in the United States or imported into the United States before January 1, 2025, to continue to be installed. The list of changes the rule makes puts it as removing the installation deadline for systems in the residential and light commercial air conditioning and heat pumps subsector, where all specified components of such systems were domestically manufactured or imported before January 1, 2025. The rule is effective July 27, 2026.
