Heating and Cooling Installation in Skaneateles, NY

Skaneateles village publishes the only rule found in this metro that limits which fuel a house may use: its permit instructions say no building may use total electric heat where natural gas service is available, and that a conversion to electric heat is conditioned on meeting insulation standards first. Raise it with the village code office before equipment is ordered, because no national page will ever tell you about it.

Planning

Village or town decides which Skaneateles rules reach you

Inside the village, instruction 13 of the building permit instructions states that a building must meet the minimum insulation standards of the state energy code before converting to or extending electric heat, and that no building may use total electric heat where natural gas service is available. That is the village's own published wording and the village code office at 26 Fennell Street, telephone 315-685-2118, is the place to put your specific job to. The same instructions require every application to carry the contractor's liability insurance, a workers compensation certificate or exemption, and a detailed job proposal signed by the property owner with an accurate project cost, which is the strongest homeowner leverage of any municipality in this ledger. The village also runs its own electric system, Skaneateles Electric, so a service upgrade or a meter change for a heat pump goes through the village rather than the regional utility, and the state program that pays toward heat pumps is administered by the investor owned electric utilities, so confirm with the village which programs reach village customers before you budget around one. Outside the village line the Town of Skaneateles runs its own codes office with its own Heat Producing Appliances permit application, so establish village or town first: one home in five in the town heats from a tank rather than a main.
