What the village's own permit instructions say about electric heat
Instruction 13 of the Village of Skaneateles building permit instructions states, in the village's own words, that all existing and proposed buildings must meet the minimum insulation standards of the Energy Conservation Code of NYS before converting to or extending the use of electric heat appliances, and that no building may use total electric heat where natural gas service is available. That is the only published rule found anywhere in this metro that speaks to which fuel a house may use, and it bears directly on an all-electric conversion inside the village line. The village operates its own municipal electric utility, so a service upgrade, a panel question or a meter change for a heat pump goes through Skaneateles Electric rather than through the regional utility. The Village of Skaneateles operates its own municipal electric utility. The village states that the Skaneateles Electric Department is responsible for operating and maintaining the village's municipal electric system, covering a substation, poles, transformers, cables, street lighting and customer metering throughout the village, and that Skaneateles Electric is an enterprise fund funded entirely by customer rates with no part of village taxes going to it. Of 3,069 occupied housing units in the town of Skaneateles, the American Community Survey 2020-2024 five-year estimates report 1,868 heated with utility gas, 60.9 percent, 352 with bottled, tank or LP gas, 11.5 percent, 269 with fuel oil or kerosene, 8.8 percent, 397 with electricity, 12.9 percent, and 114 with wood, 3.7 percent. The combined bottled gas and fuel oil share of 20.3 percent is the highest in Onondaga County. Of the occupied units, 2,449, 79.8 percent, are owner occupied.

The New York State Clean Heat Heat Pump Program Manual states that the New York Electric Utilities are the Program Administrators and names them as Central Hudson Gas and Electric Corporation, Consolidated Edison Company of New York, Niagara Mohawk Power Corporation doing business as National Grid, New York State Electric and Gas Corporation, Orange and Rockland Utilities, and Rochester Gas and Electric Corporation. It states that the Program Administrators will run the program from 2026 through 2030 as authorized by a May 2025 New York Public Service Commission order, that the program offers incentives for air source heat pump, air-to-water heat pump, heat pump water heater and ground source heat pump systems, and that NYSERDA serves as administrator for workforce development, codes and standards, technical assistance, demonstration pilots and consumer awareness and education while the utilities are the primary administrators of end-user incentive programs.
