Deciding

Getting the chimney priced in a Marcellus quote

The housing is why it bites here. Marcellus village records 38.4 percent of its 1,031 units built in 1939 or earlier and the town 31.8 percent of 2,789, so a large share of these houses had heating added after they were built rather than designed into them. That produces awkward flue runs, chimneys serving more than one appliance and vent routes that were improvised decades ago. Ask each quote to say what the new vent route is, what is left on the existing chimney and whether a liner is inside the price. If the answer is vague, the town's own two-form arrangement gives you a straightforward way to press the point.

  1. Two documents, two pieces of work

The town publishes a project list naming furnace installation and a separate Heating Appliance Chimney Permit Application.

  2. Heating added, not designed in

Around a third of both the village and the town predate 1940, which is where improvised flue and vent runs come from.

  3. Village or town, confirmed early

Marcellus village and the town around it are administered separately, so establish which office your address answers to.

The Town of Marcellus codes office states that under Town of Marcellus Local Law No. 3 of 2007 a building permit is required for work that must conform to the Uniform Code or the Energy Code, including the construction, enlargement, alteration, improvement, removal, relocation or demolition of any building or structure. Its published project list names furnace installation and fireplaces and alternative fuel heating devices, and it publishes a Heating Appliance Chimney Permit Application. The Town Hall is at 22 East Main Street, Marcellus, NY 13108, telephone 315-673-3269, open 8:30 AM to 4:00 PM Monday to Friday.

The American Community Survey 2020-2024 five-year estimates put the median year structure built in Marcellus village at 1952, plus or minus 10 years, and in the town of Marcellus at 1963, plus or minus 5 years. 38.4 percent of the village's 1,031 housing units were built in 1939 or earlier and 31.8 percent of the town's 2,789.

Oak Ridge National Laboratory describes the mechanism directly. Where a noncondensing furnace and an atmospheric water heater are common-vented through a masonry or metal chimney, the furnace is removed, the chimney flue inlet it used is sealed and the new condensing furnace is vented through a side wall, the water heater is, in the report's word, orphaned on the original vent and could experience a venting performance loss. The laboratory states that the potential loss of performance stems from the fact that the chimney vent cross-sectional area was originally sized to vent both appliances but now serves only the water heater, so there could be insufficient draft to properly exhaust the flue gases from the water heater under some ambient temperature and wind conditions, and that this spillage of flue gases back into the basement through the water heater draft hood could result in dangerous levels of carbon monoxide and other pollutants in the home. It names two practical remedies: a Type B chimney liner properly sized for just the water heater, or a powered draft inducer with backflow preventer, and states that both result in extra costs.

What furnace replacement involves

Local Context

Why Marcellus prints a chimney form of its own

The Town of Marcellus codes office works to Local Law No. 3 of 2007, requires a building permit for work that must conform to the Uniform Code or the Energy Code, and names furnace installation on its published project list. What makes this town unusual is the second document: it publishes a Heating Appliance Chimney Permit Application separately. That separation is worth copying into your own thinking, because the chimney is the part of a furnace replacement most often left out of the cheapest quote. Town Hall is at 22 East Main Street, open 8:30 am to 4:00 pm Monday to Friday, telephone 315-673-3269.

Questions

Marcellus furnace and chimney questions

Why would the chimney need work if I am only changing the furnace?

Because the chimney was sized around the appliance that is leaving. Where a gas water heater shared the flue, removing the furnace leaves it on a cross section built for two appliances, which Oak Ridge National Laboratory describes as orphaning it, with a potential loss of venting performance. The remedy is usually a liner sized for one appliance.

Does the town really have a separate chimney application?

It publishes a Heating Appliance Chimney Permit Application alongside its other forms, yes. What your specific job needs is the codes office's determination, and Town Hall at 22 East Main Street is open 8:30 am to 4:00 pm Monday to Friday on 315-673-3269.
