The New York State Clean Heat Heat Pump Program Manual states that the New York Electric Utilities are the Program Administrators and names them as Central Hudson Gas and Electric Corporation, Consolidated Edison Company of New York, Niagara Mohawk Power Corporation doing business as National Grid, New York State Electric and Gas Corporation, Orange and Rockland Utilities, and Rochester Gas and Electric Corporation. It states that the Program Administrators will run the program from 2026 through 2030 as authorized by a May 2025 New York Public Service Commission order, that the program offers incentives for air source heat pump, air-to-water heat pump, heat pump water heater and ground source heat pump systems, and that NYSERDA serves as administrator for workforce development, codes and standards, technical assistance, demonstration pilots and consumer awareness and education while the utilities are the primary administrators of end-user incentive programs.
