Electric heat in Solvay, and what it means for the air path

The American Community Survey 2020-2024 five-year estimates put the median year structure built in Solvay village at 1947, plus or minus 6 years. Of 3,292 housing units, 1,419 were built in 1939 or earlier, 43.1 percent, 3,010 were built before 1980, 91.4 percent, and the estimate for units built in 2000 or later is zero. Of 3,021 occupied units, 1,708 are heated with utility gas, 56.5 percent, and 1,252 with electricity, 41.4 percent, the highest electric heating share of any place in Onondaga County in this table.

The Village of Solvay publishes examples of projects requiring a building permit: any new buildings, all additions, remodeling and interior renovations, pools and hot tubs, sheds and garages, fences, decks and porches, demolition, and fireplaces and woodstoves. Furnaces, boilers, heating systems and air conditioning are not named on that published list. The village states that anyone unsure whether a project needs a permit should call the Code Enforcement Department at (315) 468-1679, that inspections are required during each stage of construction, and that the property owner must sign the application whoever files it.

The Cold Climate Air Source Heat Pump Specification Version 4.0, facilitated by Northeast Energy Efficiency Partnerships and effective January 1, 2023, defines a voluntary set of performance and reporting requirements designed to identify air-source heat pumps that heat efficiently in cold climates, which it defines as IECC climate zone 4 and higher. For central air conditioning heat pumps it requires a coefficient of performance at 5F of at least 1.75 at maximum capacity operation, HSPF2 of at least 8.5 and SEER2 of at least 15 for non-ducted systems, and HSPF2 of at least 7.7 and SEER2 of at least 14.3 for ducted systems. It requires the compressor to be variable capacity, meaning three or more distinct operating speeds or continuously variable, and requires units to hold a rating under AHRI Standard 210/240. It states that the specification is intended as a model equipment specification used by energy efficiency program administrators as a minimum requirement for program qualification.

The Energy Information Administration's 2020 Residential Energy Consumption Survey reports 16.04 million homes in the Middle Atlantic census division, which is New York, New Jersey and Pennsylvania. Of those, 8.24 million use a central warm-air furnace as their main heating equipment and 4.48 million use a steam or hot water system, which is 27.9 percent. Nationally the survey reports 9.29 million of 123.53 million homes on steam or hot water, which is 7.5 percent. Heat pumps are the main heating equipment in 0.68 million Middle Atlantic homes, 4.2 percent, against 16.13 million nationally, 13.1 percent.

What an electrically heated Solvay house has instead of ducts
Solvay records 1,252 of its 3,021 occupied homes heated with electricity, 41.4 percent, the highest electric heating share of any place in Onondaga County. In practice that usually means baseboard or another room by room arrangement and no duct system anywhere in the building. So the distribution conversation in a lot of this village is not about correcting a layout, it is about deciding whether to build one at all. Ductless equipment is the alternative and it is a recognized class rather than a workaround: the cold climate specification publishes separate performance thresholds for ducted and non ducted systems, which is the clearest sign that both are proper answers.

For the gas heated half of the village the question is the more familiar one, and the constraint is the building: 91.4 percent of Solvay predates 1980 and 1,419 units were built in 1939 or earlier, so where ducts exist they were added to a house rather than designed into it, and what has to be opened decides the price.
