The design temperature the city of Syracuse has already written down
The useful version of the heat pump question is not whether one works here. It is what happens on the coldest nights, and the city has already fixed the outside condition that answer has to be given at: section 27-54(a)(2) of the Property Conservation Code judges the capability of heating equipment against an outside temperature of minus ten degrees Fahrenheit. New York's residential code publishes its winter design table with the columns blank and leaves each jurisdiction to fill them in, so a city address is unusually well served here. Two proposals worked to two different assumed temperatures are answering two different questions, and now you can say which one you want answered.

What decides a heat pump inside the city line
A quarter of the city already heats with electricity, 15,088 of 59,816 occupied homes, so the all-electric house is not a novelty here and neither is the mixed arrangement where a heat pump does the mild two thirds of the season and something else covers the bottom. The Department of Energy defines the balance point as the outdoor temperature at which capacity matches demand and says plainly that below it the machine cannot meet the load without backup. So the two numbers to ask every contractor for are the balance point their design lands on and what runs underneath it. If your gas furnace is a few years old and working, nothing in New York law requires you to change it, and this is a purchase you can make on your own timetable.

Capacity and efficiency at 5F, not at 47F
The cold climate criteria recorded by the Department of Energy are a coefficient of performance of at least 1.75 at 5F and capacity at 5F of at least 70 percent of the 47F rating.

Minus ten, and what a quarter of the city already heats with
Section 27-54(a)(2) of the City of Syracuse Property Conservation Code states that the capability of the heating equipment to maintain the required indoor temperatures shall be based on an outside temperature of minus ten degrees Fahrenheit.

Of 59,816 occupied housing units in the city of Syracuse, the American Community Survey 2020-2024 five-year estimates report 41,477 heated with utility gas, 69.3 percent, 15,088 with electricity, 25.2 percent, 999 with bottled, tank or LP gas, 1.7 percent, 585 with fuel oil or kerosene, 1.0 percent, 960 using no fuel at all, 1.6 percent, and small numbers on wood, coal and solar.

The Building America Solution Center cold climate heat pump sizing guide, published by the US Department of Energy and Pacific Northwest National Laboratory with Northeast Energy Efficiency Partnerships, defines the balance point as the outdoor temperature at which heating capacity matches the home's heating demand, and states that when outdoor temperatures are below the balance point the heat pump cannot fully meet the home's heating needs without a backup heat source. It sets out four sizing approaches: size for cooling with heating secondary, size for cooling but maximize available heating capacity, size to meet most of the heating load with backup heat available, and size to meet all or nearly all heating needs. It notes that the first approach produces the warmest balance point and the fourth the coldest, and states that electric resistance backup is an inefficient and typically expensive form of heat which should be minimized in all cases of heat pump installations.

Table R301.2(1) of the Residential Code of New York State, which carries the winter design temperature and the Manual J design criteria, is published with every column blank. Footnote e directs that the outdoor design dry-bulb temperature shall be selected from the columns of 97.5 percent values for winter from Appendix D of the Plumbing Code of New York State, and permits deviation from those temperatures to reflect local climates or local weather experience as determined by the building official. Footnote n directs that the jurisdiction shall fill in the Manual J sections of the table using Table 1a or 1b from ACCA Manual J or criteria the jurisdiction establishes.

Is the city going to make me give up my gas furnace?
No. New York Energy Law section 11-104 reaches new buildings and provides expressly that the prohibition is not to be read as applying to buildings existing before it took effect, including their repair, alteration and addition. The Assembly's own plain English explainer says existing gas appliances can be replaced with new gas appliances.
Why does minus ten matter if it is rarely that cold?
Because it is the condition the equipment is chosen against, not a forecast. The city fixes it in its own code, so a city buyer can ask for the design temperature on the worksheet and see whether the proposal was worked to the same standard the city applies.
