The village energy code, and where duct work sits inside it
Local Law No. 7 of 2022 of the Village of Baldwinsville adopts, as the village's local energy conservation construction code, the State Energy Code as modified in the manner contemplated by NYStretch Energy Code 2020, Version 1.0, dated July 2019, published by NYSERDA. Section 3 of the local law states that the local energy conservation construction code shall be applicable to all buildings constructed, substantially renovated, or altered in the village on or after the effective date of the law, and to all additions made on or after that date. The law records one carve out: section R403.6.2, added to the 2018 IECC by section 3.11 of NYStretch, shall not be deemed to be added. Section 3 also records the Energy Law section 11-109(2) filing condition that governs whether and when the local code is enforceable.

Section R503.1 of the Energy Conservation Construction Code of New York State states that alterations to any building or structure shall comply with the requirements of the code for new construction, and that an alteration shall be such that the existing building is not less conforming than it was before. Section R503.1.2, Heating and cooling systems, states that new heating, cooling and duct systems that are part of the alteration shall comply with Section R403, the section that contains the Manual S and Manual J sizing requirement.
